Trying to wean Europe from Russian gas permanently would carry costs not only for Europe but also for the United States and the rest of the world. The United States enjoys only limited international sup-port for sanctions against Russia. Expanding this approach by putting a cork into Russia’s natural gas supplies and arm twisting to find support in the Global South could have significant implications for the United States’ ability to forge coalitions to achieve policy goals on other issues.
