Its never too late: Germany is planning mandatory gas storage fill levels, up to 90%, starting from 2022/23 winter.
Gas storage has been largely left unregulated in Germany in recent years, with storage dynamics entirely left to market forces (and market players’ strategies).
Germany started this heating season with storage levels at just 70% full, and with current storage levels falling below the critical 30% benchmark.
Under the new plan, Germany’s storage cycle would be tied to seasonal dates, and should be filled up to 80% by 1st of October and to 90% by 1st of December.
Storage filling would be done in two steps: first via the usual market-based mechanism, and second through strategic storage-based options tendered and managed by the Market Area Manager. market players not meeting their obligations could face penalties.
The new storage law will be adopted in early May and will pave the way for a more aggressive filling this summer.
